Offshore versus regulated Canadian sportsbooks.

You have the choice, but the risk profiles are genuinely different. Here is what changes when you use a book without Canadian oversight.

The regulatory hierarchy

Ontario AGCO licensees offer the strongest consumer protection. Provincial Crown books (PROLINE+, PlayNow, PlayAlberta) offer Crown corporation trust with narrower product depth. Kahnawake-licensed operators have decades of Canadian history and Canadian-facing customer support. Offshore operators (Malta, Curaçao, Costa Rica) have the biggest welcome offers, the deepest markets, but zero Canadian recourse.

What you lose going offshore

The single biggest thing you give up is a domestic dispute-resolution path. If an AGCO-licensed book refuses a withdrawal, you can escalate to iGaming Ontario. If a Curaçao-licensed book refuses a withdrawal, your only escalation is to the Curaçao regulator, which historically takes 6 to 12 months to respond and has limited enforcement power.

What you gain going offshore

Bigger welcome offers, deeper markets on lesser sports, and crypto payments. Pinnacle and Bookmaker both take limits an order of magnitude higher than any AGCO-licensed book. Bodog and 22Bet offer 80+ markets per event on Premier League matches. If any of those things matter to you, offshore is where you go.

The Kahnawake middle ground

Kahnawake-licensed operators like Sports Interaction and Spin Sports occupy a middle ground: they are not AGCO-regulated but they have Canadian customer support, Interac deposits, CAD wallets, and long operating histories with Canadian bettors. Complaints do get resolved, though outside a formal regulatory framework.

A practical framework

If you live in Ontario, start with an AGCO-licensed book (bet365, FanDuel, DraftKings). If you live outside Ontario, start with your provincial Crown book plus Sports Interaction. Only consider offshore operators if you have a specific reason (bigger limits, deeper markets, crypto), understand the risk, and are willing to accept a slower and less certain withdrawal process.
