Québec's legal book is Mise-o-jeu+, but the province is unique.
Loto-Québec runs Mise-o-jeu+ as the sole regulated online sportsbook. Québec is also the province where the Kahnawake Gaming Commission sits, and Kahnawake-licensed books like Bet99 and Sports Interaction have long served Québécois bettors.
Who regulates online betting in Québec
Régie des alcools, des courses et des jeux (RACJ), with Loto-Québec as the sole regulated online operator.
The current situation
Mise-o-jeu+ is Loto-Québec's online sportsbook, bilingual by default and fully regulated by the Régie. Interac supported, CAD wallets, and profits return to Québec public services.
The Kahnawake Gaming Commission is based on Mohawk territory within Québec and has operated as an independent gaming regulator since 1996. Kahnawake-licensed books hold long histories with Québec bettors and use French-first interfaces where available. The province has not moved against them.
Québec has explored opening its market to private operators multiple times since Ontario went live, but no legislation has passed as of August 2026. Bill 34 was tabled in 2024 but did not clear committee. The current status quo is expected to hold through at least 2027.

What to watch for in Québec
- Language rights. Under Bill 96, gambling terms and conditions must be available in French. Books that only offer English T&C are technically non-compliant with Québec consumer law.
- Loto-Québec is exploring a competitive market model but no legislation is pending.
- The Régie has issued cease-and-desist letters to offshore operators marketing directly to Québec residents. Enforcement action against players has not occurred.
